note = "Funding Information: Beginning in the late 1970{\textquoteright}s, U.S. efforts by the newly initiated Reduced Enrichment for Research and Test Reactors (RERTR) Program were taken to convert research reactors from high enriched to low enriched uranium fuel. Currently, within U.S. Department of Energy (DOE)/National Nuclear Security Administration, the Office of Material Management and Minimization (M3) continues the US efforts for conversion of the five remaining U.S. High Performance Research Reactors (HPRR). The Massachusetts Institute of Technology Reactor (MITR), Missouri University Research Reactor (MURR), and National Bureau of Standards Reactor (NBSR) are the three remaining HEU reactors regulated by the Nuclear Regulatory Commission (NRC) and High Flux Isotope Reactor (HIFR) and Advanced Test Reactor (ATR) are the two remaining reactors regulated by the DOE. Funding Information: All graphics except Figure 5 and 7 are courtesy of Gregory Housley, INL. Mini-Plate experiments are being carried out under the HPRR Fuel Qualification Pillar at INL with K. Rosenberg as project manager and as National Technical Lead, currently J. Cole and previously B. Rabin (retired).
