N2 - Digital twins and digital-twin-enabling technologies are expected to integrate with future nuclear reactor designs and have the potential to impact currently operating nuclear power plants. Greater digital integration, advanced instrumentation and control systems, and advanced operations and maintenance practices are all associated with digital-twin-enabling technologies. This paper’s focus is to discuss the application of digital twins in the safeguards and security of nuclear facilities such as nuclear power plants and fuel facilities. The paper presents a generalized description of key formative elements and capabilities of digital twins. Applying use cases of digital twins for safeguards and security applications, the paper presents some opportunities and future consideration for application of digital twins in safeguards and security. The paper concludes with a discussion of major challenges and gaps that currently exists toward a successful implementation of digital twins for safeguards and security. It is important to address some of the challenges and gaps to enable a successful near-term deployment of advanced sensors, instrumentation and communication technologies integrated with digital twins.
